Statute of the City of Leskovac

The highest legal Act of the City is the Statute by which the manner, conditions and forms of carrying out rights and duties under the jurisdiction of the City are more closely brought in order. The Statute is passed by the City Assembly by a majority of votes of the total number of assembly members. In exercising its authority, The City passes regulations independently, in compliance with its rights and duties established by the Constitution, the law, other regulations, and the Statute.

City Organs

The organs of the City are: the City Assembly, the Mayor, the City Council and City Administrations

City Assembly

The City Assembly is the highest organ of the City which carries out the basic functions of local authority, established by the Constitution, the Law, and the Statute. The City Assembly comprises 75 members, who are chosen by the citizens in direct elections, by secret ballot, in compliance with the Law and this Statute. The City Assembly has a President of the City Assembly.

President of the City Assembly

The President of the City Assembly organizes the work of the City Assembly, convenes and presides over its meetings. The President of the City Assembly represents the City Assembly before all international and domestic subjects, organizations and bodies. The President of the City Assembly has a Deputy, who replaces him in case of his absence and being prevented from carrying out his duty. The Deputy to the President of the City Assembly is chosen and relieved of duties the same way as the President of the City Assembly. The City Assembly has a Secretary who is in charge of carrying out professional work tied to the convening and running of meetings of the City Assembly.

Executive Organs of the City

The executive organs of the City are the Mayor and the City Council.

The Mayor

The Mayor is elected by the City Assembly, from among assembly members, for a period of four years, by secret ballot, by a majority of votes of the total number of assembly members. The Mayor has a Deputy, who replaces him in case of his absence and being prevented from carrying out his duty. The President of the City Assembly recommends a Candidate for Mayor. The Candidate for Mayor recommends a Candidate for Deputy Mayor from among the assembly members, whom the City Assembly chooses the same way as the Mayor.

Assistants

Assistants to the Mayor propose initiatives, recommend projects and compile opinions related to issues of importance for development in areas for which they were appointed, and carry out other work established by the Act on the organization of the City administration. Assistants to the Mayor are appointed and relieved by the Mayor. A maximum of five assistants may be appointed in the City administration.

City Council

The City Council comprises the Mayor, the Deputy Mayor, and 11 members of the City Assembly chosen by the City Assembly for a period of four years, by secret ballot, by a majority of the total number of assembly members. The Mayor is the President of the City Council.

City Government

The city government is organized in a number of governmental departments for particular areas of activity. The number, names and areas for which the government departments are formed are established by an Act on the organization of the City government. The work of the City government is managed by the Head of the City government. The head of the City government is appointed by the City Council, through public advertisement, for a period of five years.
